$1,185,600, appropriated for the
Fort Washington Marina as a part
of this overall appropriation,
may not be expended until the
Budget Committees have approved a

comprehensive plan for the

renovation, construction, and

operation of the Marina,

including channel dredging, and
including planned utilization of
the private sector for such
on-site services as construction
or operation of boat docks and

launching facilities, repair

facilities, ancillary

recreational and restaurant

operations, store facilities,
parking facilities, and the like.
Such plans shall also provide for
interim operation of the Marina
during the construction period.

Further, it is the intent of the

General Assembly that the

Department of Natural Resources
shall make maximum utilization of
existing facilities on the site,
as determined by them to be
feasible and practicable.

Further, it is the intent of the
General Assembly that the
Department of Natural Resources,

to the extent otherwise

permissible by law, shall give

preference to the existing

National Park Service

Concessionaires in awarding the
initial contracts for service by
private operators.

Further, it is the intent of the

General Assembly that the

Department of Natural Resources,
assisted by the Department of
Employment and Training, shall

thoroughly explore the

feasibility of establishing an
on-site training facility for the
boat rebuilding and repair trades
and report back to the Budget
Committees by October 1, 1986......
