regulations to require mental health care providers to deliver
emergency mental health services regardless of the recipients'
ability to pay for the emergency mental health services. It
shall remain effective for a period to 3 years and, at the end of
June 30, 1989, with no further action required by the General
Assembly, Sections 354D(a), 470E(a), and 477E(a) as enacted by
this Act shall be abrogated and of no further force and effect.
On July 1, 1989, Sections 354D(a), 470E(a), and 477E(a) as
enacted by this Act shall be revived and the Michie Publishing
Company shall include Sections 354D(a), 470E(a), and 477E(a) in
the Annotated Code of Maryland as these sections existed before
July 1, 1986.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 663.
This bill authorizes the issuance of special veterans'
organization license plates for multipurpose vehicles.
Senate Bill 404, which was passed by the General Assembly
and signed by me on May 27, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 663.

AN ACT concerning
Special Registration Plates - Veterans' Organizations
FOR the purpose of providing that a provision of law relating to
special registration plates for certain veterans'
organizations applies to a certain vehicle class; altering a
certain annual registration fee and requiring that the fee
be retained by the Motor Vehicle Administration; and
generally relating to special registration plates for
certain veterans' organizations.
