FOR the purpose of altering the circumstances under which the
Baltimore County Shared Space Council is required to meet.

BY repealing and reenacting, with amendments,

Section 3-109(h)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Education

3-109.

(h) The Council shall:

(1)  Meet as needed, [but at least four times each
year] TO REVIEW SURPLUS SCHOOL TRANSFERS TO COUNTY GOVERNMENT,
AND to compile the number of spaces in the public schools of the
County that are not filled and to evaluate the feasibility of the
utilization of the spaces by the community and County
departments; and

(2)  Report its findings and recommendations to the
County Board of Education and the County Executive at least twice
during the school year.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 568.

This bill allows police officers to use body wires and
intercept wire or oral communications during a criminal
investigation in order to protect the safety of an officer
reasonably believed to be in jeopardy; however, such
communications may not be used against the defendant in a
criminal proceeding.
