INFORMED BY THE AGENCY ANY TIME THE OFFENDER ESCAPES OR RECEIVES
A MANDATORY RELEASE.

762.  PRINTING AND DISTRIBUTION OF BILL OF RIGHTS GUIDELINES.

THE CRIME VICTIMS AND WITNESSES BILL OF RIGHT SHALL BE
PRINTED BY THE INMATES EMPLOYED BY STATE USE INDUSTRIES, AND THE
DEPARTMENT OF PUBLIC SAFETY AND CORRECTIONAL SERVICES SHALL BE
RESPONSIBLE FOR MAKING THE BILL OF RIGHTS AVAILABLE TO AGENCIES
THAT PROVIDES CRIME VICTIM AND WITNESS ASSISTANCE, INCLUDING
APPROPRIATE CRIMINAL JUSTICE AGENCIES. GUIDELINES AVAILABLE TO
THE AGENCIES INVOLVED. TO THE EXTENT FEASIBLE, THE GUIDELINES
SHALL BE PRINTED BY THE INMATES EMPLOYED BY STATE USE INDUSTRIES.

763.  NO CAUSE OF ACTION.

NOTHING IN THIS SUBTITLE MAY BE CONSTRUED AS CREATING A
CAUSE OF ACTION ON BEHALF OF ANY INDIVIDUAL AGAINST ANY PUBLIC
OFFICIAL, EMPLOYEE, PUBLIC AGENCY, STATE OR LOCAL GOVERNMENT, OR

ANY AGENCY RESPONSIBLE FOR THE ENFORCEMENT OF RIGHTS AND

PROVISIONS SET FORTH IN THIS SUBTITLE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 479.

This bill increases the amount of certain expenses of county
public library systems shared by the State and counties
participating in the minimum library program, limits the employer
social security contributions paid by the State for certain
positions in public libraries, and alters the calculation of the
local matching amount for current and capital expenses.

Senate Bill 279, which was passed by the General Assembly
and signed by me on April 29, 1986, accomplishes the same
purpose. Therefore, it is not necessary for me to sign House
Bill 479.
