(a) Any individual proposed for involuntary admission under
Part III of this subtitle shall be afforded a hearing to

OR A VETERANS ADMINISTRATION HOSPITAL as an involuntary patient
or released without being admitted.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

May 27, 1986
The Honorable Benjamin L. Cardin
Speaker of the House of Delegates
State House
Annapolis, Maryland 21404

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 477.

This bill adds a new subtitle "Crime Victims and Witnesses"
to the criminal code and establishes guidelines for the treatment
of an assistance to crime victims and witnesses that provide
notice to victims and witnesses of certain rights and proceedings
and requires certain information, assistance, and services to
witnesses and victims of crime under certain conditions.

Senate Bill 274, which was passed by the General Assembly
and signed by me on April 29, 1986, accomplishes the same
purpose. Therefore, it is not necessary for me to sign House
Bill 477.

Sincerely,
Harry Hughes
Governor
