SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986 and shall be applicable to all taxable
years beginning after December 31, 1985.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 52.
This bill requires the Department of Health and Mental
Hygiene to promote the use of existing adult day care centers or
to promote the development of additional day care centers to care
for all elderly, including persons with Alzheimer's Disease and
related disorders.
Senate Bill 131, which was passed by the General Assembly
and signed by me on May 13, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 52.

AN ACT concerning
Alzheimer's Disease and Related Disorders -
Adult Day Care Centers
FOR the purpose of requiring the Department of Health and Mental
Hygiene to use promote the use of existing adult day care
centers or to build promote the expansion development of
additional day care centers to care for all elderly,
including persons with Alzheimer's Disease and related
disorders; requiring the Department to consider certain
factors in carrying out this Act; requiring certain reports
under this Act; and generally relating to adult day care
centers for all elderly, including persons who suffer from
Alzheimer's Disease and related disorders.
