3852                                                       VETOES

[(e)] (F) (1) [On receiving a candidate's seed money, the]
THE Comptroller shall disburse [the authorized] public
[contribution] CONTRIBUTIONS to a single campaign depository OF
AN ELIGIBLE CANDIDATE, as provided in § 26-5(b) [of the
designated candidate].

(2) The State Board has the sole right and
responsibility for ordering a disbursement from the fund.

31-5.

(a) [In an election a candidate is entitled to receive a
matching public contribution on] ON THE DATE SPECIFIED BY
REGULATION PURSUANT TO § 31-4(C) OF THIS ARTICLE, A CANDIDATE IS
ENTITLED TO [satisfying the following;] A PUBLIC CONTRIBUTION IF;

(1) [That the]THE REQUIRED seed money HAS BEEN RAISED
[consists exclusively of private campaign contributions of not
more than $50 from an individual person];

(2) [That the private campaign contributions received
are] THE SEED MONEY IS refundable only in the event of the
withdrawal of the candidate's name from the ballot; and

(3) [On certification] AS CERTIFIED by the
CANDIDATE'S treasurer, on forms prescribed by the State Board,
[that] the seed money was raised in accordance with the
provisions of this [section] SUBTITLE[, and certification by the
candidate's depository that the seed money was collected not
later than 45 days prior to] AND RECEIVED SUBSEQUENT TO SEPTEMBER
1 OF THE YEAR IMMEDIATELY PRECEDING THE YEAR OF the election.

[(b) (1) Contributions of up to $50 from an individual
person shall be the only private contributions eligible for
matching as provided in subsection (d).

(2) No private campaign contribution raised more than
one year before or less than 45 days prior to an election for
which a public contribution is sought, may be matched.

(3) A private campaign contribution to a candidate
for a publicly elected political party office may not be
matched.]

(B) (1) THE STATE BOARD SHALL ORDER DISBURSEMENT OF FUNDS,
DESIGNATED FOR DISBURSEMENT IN THE PRIMARY, AS PROVIDED IN THIS
SUBSECTION.

(2) CANDIDATES WHO ARE OPPOSED IN THE PRIMARY SHALL
RECEIVE $1 IN PUBLIC CONTRIBUTIONS FOR EVERY $2 IN ELIGIBLE
PRIVATE CONTRIBUTIONS.

(3) CANDIDATES WHO ARE UNOPPOSED IN THE PRIMARY SHALL
RECEIVE $1 IN PUBLIC CONTRIBUTIONS FOR EVERY $3 IN ELIGIBLE
PRIVATE CONTRIBUTIONS.
