Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 630.
This bill establishes a Maryland Group Health Insurance Plan
for an individual who is unemployed or a qualified beneficiary
who would otherwise be entitled to health coverage.
House Bill 840, which was passed by the General Assembly and
signed by me on May 27, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 630.

AN ACT concerning
Maryland Group Health Insurance Plan
FOR the purpose of establishing the Maryland Group Health
Insurance Plan administered by the Insurance Commissioner;
providing that the Plan shall provide hospital, medical, and
surgical benefits to any eligible member; directing the
Insurance Commissioner to procure an insurer to underwrite
the Plan; authorizing the Insurance Commissioner to
determine all matters and specifications relating to the
Plan; requiring that premiums be based on Plan experience
and be sufficient to cover all Plan costs; providing that
notice of Plan benefits and eligibility requirements be
given by the Insurance Commissioner, the Secretary of Health
and Mental Hygiene, and the Secretary of Employment and
Training; providing that the State shall have no pecuniary
liability under this Act; defining certain terms; requiring
the Insurance Commissioner to issue a request for proposals
to implement this Act by a certain date; and generally
relating to the Maryland Group Health Insurance Plan.
