Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 605.

This bill allows the Director of Administration for Anne
Arundel County to request the Criminal Records Central Repository
of the Maryland State Police to investigate any prospective
employee.

House Bill 800, which was passed by the General Assembly and
signed by me on April 29, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 605.

AN ACT concerning

Anne Arundel County - Employment - Background Investigations

FOR the purpose of authorizing the Director of Administration of
Anne Arundel County to request criminal history record
information investigations of certain employees; requiring
payment of certain fees for background investigations; and
generally relating to employee background investigations in
Anne Arundel County.

BY repealing and reenacting, with amendments,

Article 27 - Crimes and Punishments

Section 754A

Annotated Code of Maryland

(1982 Replacement Volume and 1985 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 27 - Crimes and Punishments

754A.

(a) (1) The County Administrator of Howard County may
request the criminal records central repository of the Maryland
State Police to investigate any prospective employee of Howard
County through the appropriate federal, State, and local criminal
history record information system.
