SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
apply to any final divorce decree issued on or after the
effective date of this Act.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986 January 1, 1987.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 579.
This bill authorizes the governing body of Carroll County to
order the owner of a radio or television transmitting tower
equipped with a certain system of aviation obstruction lights to
install an alternate system of lighting, consistent with
applicable State and federal aviation regulations.
House Bill 1533, which was passed by the General Assembly
and signed by me on May 27, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 579.

AN ACT concerning
Carroll County - Transmission Towers - Lighting Equipment
FOR the purpose of authorizing the governing body of a political
subdivision County Commissioners of Carroll County to
require the owner of a transmitting tower or other structure
equipped with a certain pulsating high intensity light
system to cease the nighttime operation of the light system
or convert by converting the light system under certain
circumstances; establishing requirements for certain public
hearings; providing that a certain owner shall pay the cost
of the conversion of certain light systems; establishing a
certain penalty; and generally relating to the authority of
