HARRY HUGHES, Governor                                       3761

employment in the civil service of the State or any subdivision
of the State.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

May 27, 1986
The Honorable Melvin A. Steinberg
President of the Senate
State House
Annapolis, Maryland 21404

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 544.

This bill adds the crime of solicitation to commit such
crimes as murder, kidnapping, robbery, extortion and arson to
those crimes for which wire or oral communications may be
intercepted without a court order.

House Bill 758, which was passed by the General Assembly and
signed by me on May 27, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 544.

Sincerely,
Harry Hughes
Governor

Senate Bill No. 544

FOR the purpose of adding the crimes of attempt and crime of
solicitation to commit any of the offenses listed in this
Act that permit the use of electronic interception of wire
or oral communications in criminal investigations.

BY repealing and reenacting, with amendments,

Article - Courts and Judicial Proceedings

Section 10-402(c)(2) and 10-406
