(3) MEDICAL TREATMENT, INCLUDING FOLLOW-UP MEDICAL
CARE, BUT NOT INCLUDING PSYCHOLOGICAL OR PSYCHIATRIC TREATMENT.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 191.

This bill provides that when the State pays the actuarially
determined contribution for a teacher who is in a local
retirement system, the State shall pay the amount required in the
State system, or the amount required in the local system,
whichever is less.

House Bill 378, which was passed by the General Assembly and
signed by me on May 13, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 191.

AN ACT concerning

Pensions - Payment of State Contributions -
Teachers in Local Retirement Funds

FOR the purpose of requiring the State to pay a contributory
amount not in excess of a certain percentage to cities or
counties on account of certain teachers who are members of
local retirement funds; and simplifying the determination of
a certain percentage for purposes of the State contribution
to cities or counties on account of certain teachers in
local retirement funds.

BY repealing and reenacting, with amendments,
