SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 30.
This bill requires the Department of Health and Mental
Hygiene to provide a written summary in layman's language that
lists all effective methods of treating breast cancer along with
the advantages and disadvantages of each method of treatment.
House Bill 1320, which was passed by the General Assembly
and signed by me on May 13, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 30.

AN ACT concerning
Physicians - Information on Breast Cancer
FOR the purpose of requiring a physician to inform certain
patients of certain methods of treatment available for
breast cancer, requiring a physician to obtain the
signatures of certain persons on a consent form before a
physician operates on a patient for a tumor of the breast;
specifying the contents of the consent form; providing for
certain disciplinary actions that may be taken against a
physician who fails to inform a patient of certain methods
of treatment available for breast cancer and who fails to
obtain consent from a patient for treatment of a breast
tumor; and generally relating to the treatment and informed
