Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 10.

This bill provides that a person, after   being warned or

requested to stop, may not harass another person    by threatening

physical violence, following in an annoying way,   or by any other
action which serves no legitimate purpose.

House Bill 381, which was passed by the General Assembly and
signed by me on May 27, 1986, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 10.

Senate Bill No. 10

AN ACT concerning

Criminal Law - Harassment

FOR the purpose of prohibiting a person from following another
person in a certain manner or from engaging in certain other
conduct under certain circumstances; defining a certain
term; providing penalties for a violation of this Act;
providing that this Act does not apply to certain conduct;
and generally relating to the crime of harassment.

BY adding to

Article 27 - Crimes and Punishments

Section 121A

Annotated Code of Maryland

(1982 Replacement Volume and 1985 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
