to the extent possible, the nutrients being controlled with the
best management practices; and
(2) An evaluation of the extent to which both federal
and State financial and technical assistance is or will be
available for the implementation of best management practices;
and
(3) A brief evaluation of best management practices
available to control both nitrogen and phosphorus runoff, and the
extent to which each is being implemented; and be it further
RESOLVED, That the State of Maryland and the Chesapeake
Executive Council is are requested to adopt specific goals and a
detailed plan to address nutrient enrichment in the Chesapeake
Bay, including by July 1, 1989, an expanded Chesapeake Bay
Restoration and Protection Plan, which includes specific nutrient
attainment goals for each major river and each watershed in the
Chesapeake Bay and specific plans and strategies to meet these
goals by January 1, 1988; and be it further
RESOLVED, That the Governor's representatives to the
Chesapeake Executive Council are requested to report to the
General Assembly on or before January 1, 1987 July 1, 1987, and
at 6-month intervals thereafter, on the completed status of the
expanded plan and recommendations for its implementation; and be
it further
RESOLVED, That the report to the General Assembly shall
address impediments to developing, establishing, and implementing
the provisions of this resolution; and be it further
RESOLVED, That this resolution shall become effective only
upon passage of Virginia Senate Joint Resolution No. 65, a
similar resolution, by the General Assembly of the State of
Virginia; and be it further
RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to the Honorable Harry
Hughes, Governor of Maryland; the Honorable Torrey C. Brown,
M.D., Secretary, Department of Natural Resources, Tawes State
Office Building, 580 Taylor Avenue, Annapolis, MD 21401; the
Honorable Adele Wilzack, R.N., M.S., Secretary, Department of
Health and Mental Hygiene, 201 West Preston Street, Baltimore, MD
21201; James Seif, Administrator, Region 3, United States
