(I) TO OFFICIALS IN STATE DEPARTMENTS,
AGENCIES, AND INSTRUMENTALITIES;
(II) TO FEDERAL, AND LOCAL GOVERNMENTS; AND
(III) TO THE PUBLIC AT LARGE, IN ORDER TO
FOSTER PUBLIC AWARENESS AND UNDERSTANDING OF THE OBJECTIVES OF
THE COMPREHENSIVE PLAN AND THE FUNCTIONS OF REGIONAL AND LOCAL
PLANNING, AND IN ORDER TO STIMULATE PUBLIC INTEREST AND
PARTICIPATION IN THE ORDERLY, INTEGRATED DEVELOPMENT OF THE
REGION; AND
(18) EXECUTE ANY INSTRUMENTS AND PERFORM ANY ACTS OR
THINGS NECESSARY, CONVENIENT, OR DESIRABLE FOR ITS PURPOSES OR TO
CARRY OUT THE POWERS EXPRESSLY GIVEN IN THIS ARTICLE.

(A) THE COUNCIL SHALL ELECT A CHAIRMAN FROM AMONG ITS
MEMBERS AND SHALL PUBLISH RULES AND ESTABLISH COMMITTEES TO CARRY
ON ITS WORK.
(B) THE COMMITTEES MAY HAVE AS MEMBERS PERSONS OTHER THAN
MEMBERS OF THE COUNCIL AND OTHER THAN ELECTED OFFICIALS.
2-204.
(A) (1) THE COUNCIL SHALL APPOINT A DIRECTOR WHO IS
QUALIFIED BY TRAINING AND EXPERIENCE AND SERVES AT THE PLEASURE
OF THE COUNCIL.
(2) THE DIRECTOR IS THE CHIEF ADMINISTRATIVE AND
PLANNING OFFICER AND REGULAR TECHNICAL ADVISOR OF THE COUNCIL AND
SHALL APPOINT AND REMOVE THE STAFF OF THE COUNCIL.
(B) THE DIRECTOR MAY MAKE AGREEMENTS WITH LOCAL PLANNING
AGENCIES AND ECONOMIC DEVELOPMENT AGENCIES, WITHIN THE
JURISDICTION OF THE COUNCIL WITH THE CONCURRENCE OF THE
APPROPRIATE PUBLIC OFFICIALS, FOR TEMPORARY TRANSFER OR JOINT USE
OF STAFF EMPLOYEES AND MAY CONTRACT FOR PROFESSIONAL OR
CONSULTANT SERVICES FROM OTHER GOVERNMENTAL AND PRIVATE AGENCIES.

(A) (1) THE COUNCIL MAY RECEIVE STATE FINANCIAL SUPPORT TO
ASSIST IN CARRYING OUT ITS ACTIVITIES.
(2) (I) ON OR BEFORE AUGUST 1 OF EACH YEAR, THE
COUNCIL SHALL SUBMIT TO THE DEPARTMENT OF ECONOMIC AND COMMUNITY
DEVELOPMENT ITS PROPOSED WORK PROGRAMS AND OPERATING BUDGET FOR
THE FOLLOWING FISCAL YEAR, TOGETHER WITH SUPPORTING SCHEDULES TO
SHOW THAT THE BUDGET IS FINANCED, AND TO PROVIDE FOR REVIEW AND
RECOMMENDATIONS.
