SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 33 - Election Code
5-2.
(a) The primary elections by the political parties for
candidates for State offices and central committee shall be held
throughout this State on the second Tuesday after the first
Monday in September. The primary elections by the political
parties in each year in which a national convention is held for
the nomination of candidates for President and Vice-President
shall be held throughout this State on the second Tuesday in
[May] MARCH. A special primary election to fill a vacancy in the
office of Representative in Congress shall be held on such date
as the Governor shall specify pursuant to § 22-1(b) of this
article.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning
Heritage Conservation Fund
FOR the purpose of creating the Heritage Conservation Fund in the
Department of Natural Resources; providing for the purposes
and uses of the Fund; authorizing the Department to acquire
certain interests in land; requiring the Department to
establish certain criteria for acquiring interests in land;
requiring the Department to make certain grants to the
Maryland Agricultural Preservation Fund for certain
purposes; requiring the Department ot to consult with the
counties of the State for certain purposes; providing for
the management of land under this Act; providing for certain
recreational uses of land; providing for sources of finding
for the Heritage Conservation Fund; requiring the Board of
Public Works to approve land acquisitions under this Act;
altering the distribution of certain excess funds in the
property transfer tax prohibiting the Department of Natural
Resources after a certain date from using certain funds to
