(2) ALL LEASES OR RENTALS OF MOTOR VEHICLES FOR USE
BY OFFICIALS OR EMPLOYEES OF ANY UNIT OF THE EXECUTIVE BRANCH OF
THE STATE GOVERNMENT, OTHER THAN ANY INDIVIDUAL MOTOR VEHICLE
LEASE OR RENTAL MADE UNDER THE STATE STANDARD TRAVEL REGULATIONS.

(B)  BASIS.

AS FAR AS PRACTICABLE AND FEASIBLE, THE STANDARDS FOR
PURCHASE OF MOTOR VEHICLES SHALL BE BASED ON THE LOWEST POSSIBLE
LIFE CYCLE COST.

(C)  PURCHASE.

THE PURCHASE OF STATE-OWNED MOTOR VEHICLES FOR ANY UNIT OF
THE EXECUTIVE BRANCH OF THE STATE GOVERNMENT SHALL BE REVIEWED
AND APPROVED BY THE SECRETARY BEFORE THE PURCHASE TO ENSURE
COMPLIANCE WITH THIS SECTION AND § 3-503 AND ANY IMPLEMENTING
REGULATIONS.

[(d)] Each of the following entities is subject to the
budget and fiscal policies and purchasing laws of the county in
which it is located:

(1)  Any county board of supervisors of elections;

(2)  Any State's Attorney's office;

(3)  Any sheriff's office;

(4)  Any county board of liquor license commissioners;
or

(5)  Any circuit court, but not the office of a clerk
of court.
