SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 64A - Merit System
18.
(d-1) (1) In this subsection, "average unemployment rate"
means a rolling average for the preceding 9-month period.
(2) In an examination for initial appointment and
employment with the Division of Correction of the Department of
Public Safety and Correctional Services, the Secretary of
Personnel shall give credit of 5 points to a resident of any
county in the State that has had an average unemployment rate, as
reported by the State Department of Employment and Training, in
excess of [15] 13.5 percent 2.15 TIMES THE UNEMPLOYMENT RATE FOR
THE STATE AS A WHOLE for at least 6 months of the 9-month period
preceding the examination for which the average unemployment rate
is available.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, it shall take effect from the date of its passage.

AN ACT concerning
Savings and Loan Associations - Foreign Associations
FOR the purpose of creating an exemption under certain
circumstances for certain foreign savings and loan
associations from prohibitions against having an office in
this State" having an electronic terminal in this State, or
being admitted to do business in this State; making this Act
an emergency measure; and generally relating to foreign
savings and loan associations operating in this State.
BY repealing and reenacting, with amendments,
