(2) IN ANNE ARUNDEL COUNTY, THE EMPLOYEES AND
PERSONNEL IN THE OFFICE OF THE DIRECTOR OF ASSIGNMENTS SHALL BE:
(I) SELECTED FROM THE STAFF OF THE CLERK OF THE
CIRCUIT COURT;
(II) PAID FROM THE BUDGET OF THE CLERK OF THE
CIRCUIT COURT; AND
(III) UNDER THE EXCLUSIVE SUPERVISION AND
CONTROL OF THE DIRECTOR OF ASSIGNMENTS.

(r) (1) In Prince George's [County] AND ANNE ARUNDEL
COUNTIES, RESPECTIVELY, the Clerk of the Circuit Court shall
transmit to the county all appearance fees collected by the Clerk
under the provisions of subsection (a) of this section to be used
for the general purposes of the court library and assignment
office and for the maintenance and improvement of the court's
facilities, equipment, and programs. These purposes include, but
are not limited to, the necessary expenses for books, legal
publications, library equipment, and the services of the library
and other personnel.
(2) Expenditures for the library are not to be
limited to this fund if the same should be deemed insufficient by
the County Administrative Judge.
SECTION 2. AND BE IT FURTHER ENACTED, That all of the
rights, powers, duties, obligations, and functions of the
Assignment Office of the Clerk of the Court in Anne Arundel
County are hereby transferred to the Office of the Director of
Assignments of the Circuit Court in Anne Arundel County oh
October 1, 1986.
SECTION 3. AND BE IF FURTHER ENACTED, That, on October 1,
1986, the Clerk of the Circuit Court in Anne Arundel County and
other appropriate State agencies shall immediately begin to take
necessary actions to complete the orderly transfer of
responsibilities and functions to the Office of the Director of
Assignments of the Circuit Court in Anne Arundel County pursuant
to this Act. Such actions shall include mutually agreeable
arrangements concerning the transfer of records and accounts, and
include furnishing information to the appropriate government
agencies and to the public concerning the transfer of
responsibilities and functions pursuant to this Act. All
equipment and furniture now being used for assignment purposes
shall be transferred without charge by the Clerk of the Circuit
Court to the Office of the Director of Assignments of the Circuit
Court in Anne Arundel County.
SECTION 4. AND BE IT FURTHER ENACTED, That the Clerk of the
Circuit Court in Anne Arundel County shall be responsible for
providing all personnel determined necessary by the County
