(a) Notwithstanding any other provision of this title, the
Secretary may grant certificates to any properly accredited
person of known scientific attainment., permitting him to collect
wildlife, nests, or eggs for scientific purposes only. To obtain
a certificate the applicant shall submit proof of necessity and
pay a $2 fee to the Department. The fee shall be deposited to the
credit of the State Wildlife Management and Protection Fund. The
certificate shall expire December 31 of the issuing year. The
certification may not be transferred to another person. On proof
that the holder of the certificate has captured or killed any
wildlife or taken nests or eggs for other than scientific
purposes, the certificate shall become void.
(b) The Secretary may grant certificates to any properly
accredited person 14 years of age or older to take alive, train,
and fly falcons, hawks, or owls. To obtain this certificate an
applicant shall pay a $5 fee. The birds enumerated in this
section shall be used for hunting game birds or mammals only
during open season.]
[Subtitle 9. Raising Game Birds and Mammals in Captivity.]

(a) Any person desiring to breed, raise, protect, and sell
game birds or mammals on land or water which he owns or leases
first shall obtain a license.
(b) The Secretary may issue a breeder's license upon
payment of a $5 fee. The Secretary may issue a license only to a
person owning or leasing land or water enclosed by a fence
constructed and maintained to prevent egress and ingress. If the
enclosure is acceptable to him, the Secretary may issue a license
to a person owning land surrounded by water or land partially
surrounded by water and enclosed by a fence where it adjoins
other land. If the preserve is used for breeding deer, it shall
be surrounded by a good sufficient fence of wire or other
material and of a pattern approved by the Secretary to prevent
ingress and egress.
(c) The license shall expire on December 31 after the date
of issuance.]

Game birds or mammals kept in an enclosure shall be deemed
personal property of the owner.]

(a) If any game bird or mammal raised in captivity is
shipped or removed from the premises, the licensee first shall
obtain a tag from the Secretary. The Secretary shall supply the
tag at a reasonable cost. The tag shall be attached to each game
bird or mammal before it is removed from the premises and shall
