(II) THE PERSON shall be liable for the costs
of the proceedings in the District Court; AND
(III) THE COURT MAY PERMIT A MUNICIPALITY TO
ABATE ANY SUCH CONDITION AT THE PERSON'S EXPENSE.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning
Rabies Control and Captive Wildlife
FOR the purpose of defining terms; forbidding the possession of
live raccoons or opossums unless a permit is obtained from
the Department of Natural Resources; repealing certain
provisions on raising game birds and mammals in captivity;
making certain legislative findings; authorizing the
Secretary to adopt certain rules and regulations; providing
for the coordination with federal and local governments;
authorizing the Secretary of Natural Resources to issue game
husbandry licenses; establishing procedures for the
operation of regulated shooting preserves; establishing
procedures for the Secretary of Natural Resources to issue
falconry permits; authorizing the issuance of wildlife
cooperator permits; authorizing the issuance of scientific
collecting permits; authorizing the Secretary to issue a
wildlife exhibitor permit; permitting the Secretary to
revoke permits or licenses when the terms of their issuance
are violated; establishing a captive wildlife advisary
committee; allowing the Secretary of Agriculture to make
determinations concerning what animals may pose a threat to
poultry, livestock, or human safety; requiring that a permit
be obtained from the Secretary of Health and Mental Hygiene
in order to possess certain animals which may endanger the
health and safety of humans; allowing counties, municipal
corporations, or Baltimore City to impose stricter
possession requirements; requiring that the Department of
Health and Mental Hygiene coordinate with the Department of
Natural Resources and the Department of Agriculture when
issuing or renewing permits; and generally relating to the
regulation of captive wildlife.
