take effect July 1, 1986.

AN ACT concerning

Special Supplemental Food Program for
Women, Infants, and Children

FOR the purpose of requiring each participant in the Special
Supplemental Food Program for Women, Infants, and Children
to report at a certain interval to receive certain food
instruments; requiring the Secretary of Health and Mental
Hygiene to establish a certain at least one pilot program to
utilize credit cards along with or instead of food

instruments; allocating funds for administrative costs

according to a certain ratio; providing for the distribution
of administrative funds to certain local agencies; defining
certain terms; providing that the provisions of this Act are
effective only under certain circumstances; and generally
relating to the Special Supplemental Food Program for Women,
Infants, and Children.

(A) (1) IN THIS SECTION, THE FOLLOWING WORDS HAVE THE
MEANINGS INDICATED.

(2)  "FOOD INSTRUMENT" MEANS A VOUCHER, CHECK, COUPON,
OR OTHER DOCUMENT THAT IS USED BY A PARTICIPANT TO OBTAIN
SUPPLEMENTAL FOODS.

(3)  "LOCAL AGENCY" MEANS A PUBLIC OR PRIVATE,
NONPROFIT HEALTH OR HUMAN SERVICE AGENCY THAT:
