(2) (I) IF FUNDS ARE AVAILABLE FOR WEATHERIZATION
AFTER THE REQUIREMENTS OF SUBSECTION (C) OF THIS SECTION HAVE
BEEN MET, THE BOARD MAY MAKE DISBURSEMENTS FOR WEATHERIZATION IN
THE FORM OF LOW-INTEREST OR NO-INTEREST LOANS TO NONRESIDENTIAL,
NONPROFIT SHELTERS OR INSTITUTIONS THAT OWN OR HAVE AT LEAST A
5-YEAR LEASE ON THE FACILITIES THEY USE.

(II) THE BOARD MAY ADOPT REGULATIONS NECESSARY
TO ESTABLISH A LOAN PROGRAM TO FULFILL THE REQUIREMENTS OF THIS
PARAGRAPH (2).

(e) Any portion of the appropriated funds that are not
obligated at the end of the fiscal year shall not revert to the
General Fund and shall be carried over in the Trust Fund for use
in the next fiscal year.

13-107.

Subject to the evaluation and reestablishment provisions of
the Program Evaluation Act, this title shall terminate and be of
no effect after June 30, 1990. However, if unencumbered funds
remain in the Trust Fund on June 30, 1990, such a condition shall
result in the continuation of this title and, subject to annual
review under this subsection, for each fiscal year thereafter
until funds in the Trust Fund have been expended.

THE BOARD OF TRUSTEES FOR THE TRUST FUND, WITH THE APPROVAL
OF THE BOARD OF PUBLIC WORKS, IS AUTHORIZED FOR FISCAL YEAR 1987
TO EXPEND SUCH AMOUNTS FROM THE GENERAL FUNDS OF THE STATE AS THE
BOARD DEEMS NECESSARY FOR THE PROPER ADMINISTRATION AND
ENFORCEMENT OF THIS SUBTITLE. THIS AUTHORITY INCLUDES BUT IS NOT
LIMITED TO THE EMPLOYMENT OF ASSISTANTS, ADMINISTRATORS, CLERKS,
STENOGRAPHERS, AND OTHER EMPLOYEES THAT ARE NECESSARY. ALL
EMPLOYEES SHALL BE EMPLOYED IN ACCORDANCE WITH THE PROVISIONS OF
ARTICLE 54A OF THE CODE, BUT THE BOARD OF TRUSTEES OF THE TRUST
FUND MAY APPLY TO THE BOARD OF PUBLIC WORKS FOR AUTHORITY TO
EMPLOY PERSONNEL ON EITHER A CONTRACTUAL OR TEMPORARY BASIS ON

EITHER A CONTRACTUAL OR TEMPORARY BASIS AND ONLY FOR AS LONG AS
FUNDS REMAIN IN THE TRUST FUND. THE BOARD OF TRUSTEES MAY NOT
EMPLOY MORE THAN 6 EMPLOYEES
.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, it shall take effect from the date of its passage.
