(3) THE MNCPPC AND A PUBLIC EMPLOYEE ORGANIZATION
SHALL NOT INTERFERE WITH, INTIMIDATE, RESTRAIN, COERCE, OR
DISCRIMINATE AGAINST PUBLIC EMPLOYEES BECAUSE OF THE EXERCISE OF
THEIR RIGHTS UNDER PARAGRAPHS (1) AND (2) OF THIS SUBSECTION.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning

Prince George's County - Washington Suburban Sanitary
Commission - Storm Drainage and Flood Control Facilities -

FOR the purpose of authorizing the issuance of bonds of the
Washington Suburban Sanitary District in an aggregate
principal amount not exceeding $4,000,000 for paying the
cost of stormwater, surface drainage, or flood control
projects or systems or of individual floodproofing
facilities on private property, in the Prince George's
County portion of the Sanitary District, including the
payment of any portion of the costs of sanitary sewer or
water supply facilities resulting from the construction or
planned construction of the stormwater, surface drainage, or
flood control systems; providing an alternate remedy for
flood and stormwater conditions, taking into account public
interest factors of environmental enhancement, engineering
feasibility, and economy of system construction and
operation, to pay the cost of acquiring land, interests in
land, and structures on the land in floodplains, which
property will then be held or transferred to other
governmental agencies for public use, with restrictions and
limitations against use of the property for habitation,
commercial, or industrial activity; authorizing the issuance
of notes in anticipation of the issuance of the bonds; and
providing for the payment of the bonds and notes and the
interest on the bonds and notes.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
