(E) AN APPEAL FROM THE FINAL ACTION OF THE WSSC ON A CLAIM
IS PERMITTED AND SHALL BE CONDUCTED IN ACCORDANCE WITH THE
PROCEDURES SET FORTH IN ARTICLE 81, SECTION 217 OF THE CODE.
(E) WITHIN 30 DAYS FROM THE DATE OF FINAL ACTION BY THE
WSSC ON ANY CLAIM FOR REFUND FILED UNDER THIS SECTION, AN APPEAL
FROM THE FINAL ACTION MAY BE MADE TO THE CIRCUIT COURT AND THE
APPELLATE COURTS OF THIS STATE AS PROVIDED IN THE MARYLAND RULES
OF PROCEDURE FOR ADMINISTRATIVE APPEALS.
(F) NOTWITHSTANDING ANY OTHER PROVISION OF THIS SECTION,
THE WSSC MAY REFUND ANY PAYMENT MADE ON OR AFTER JULY 1, 1986
WHICH THE WSSC DETERMINES WAS PAID IN EXCESS OF THAT AMOUNT WHICH
WAS PROPERLY AND LEGALLY COLLECTIBLE, WHETHER OR NOT ANY CLAIM
FOR A REFUND WAS FILED BY THE PERSON WHO MADE THE PAYMENT.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning
Maryland-National Capital Park and Planning Commission -
Collective Bargaining
PG/MC 43-86
FOR the purpose of providing for collective bargaining by certain
police officers employed by the Maryland-National Capital
Park and Planning Commission; providing for the election of
a collective bargaining exclusive representative; specifying
procedures and eligibility for elections; specifying the
rights and duties of the bargaining representative;
encouraging the conclusion of collective bargaining by a
certain date; providing for mediation and fact-finding;
prohibiting strikes by the police officers; providing for
sanctions in the event of a strike; requiring a collective
bargaining agreement and providing for its contents and
effect; providing for certain rights for police officers;
defining certain terms; and generally relating to collective
bargaining by police officers employed by the Commission.
