(3) UPON RECEIPT OF THE NOTICE OF THE INTENT TO STAND
TRIAL, THE WSSC SHALL FORWARD TO THE DISTRICT COURT HAVING VENUE
A COPY OF THE CITATION AND THE NOTICE OF INTENTION TO STAND TRIAL
FROM THE PERSON WHO RECEIVED THE CITATION.
(4) UPON RECEIPT OF THE CITATION, THE DISTRICT COURT
SHALL SCHEDULE THE CASE FOR TRIAL AND NOTIFY THE DEFENDANT AND
WSSC OF THE TRIAL DATE.
(5) ALL FINES, PENALTIES, OR FORFEITURES COLLECTED BY
THE DISTRICT COURT FOR WSSC INFRACTIONS OF WSSC EROSION AND
SEDIMENT CONTROL REGULATIONS SHALL BE REMITTED TO WSSC.
(F) (1) IF A PERSON WHO RECEIVES A CITATION FOR A WSSC
INFRACTION FAILS TO PAY THE FINE BY THE DATE FOR PAYMENT SET
FORTH ON THE CITATION AND FAILS TO FILE A NOTICE OF THE PERSON'S
INTENTION TO STAND TRIAL FOR THE OFFENSE, A FORMAL NOTICE OF THE
VIOLATION SHALL BE SENT TO THE PERSON'S LAST KNOWN ADDRESS.
(2) IF THE CITATION HAS NOT BEEN SATISFIED WITHIN 35
DAYS FROM THE DATE OF THE NOTICE, THE WSSC MAY REQUEST
ADJUDICATION OF THE CASE THROUGH THE DISTRICT COURT. THE
DISTRICT COURT SHALL SCHEDULE THE CASE FOR TRIAL AND SUMMON THE
DEFENDANT TO APPEAR.
(3) THE DEFENDANT'S FAILURE TO RESPOND TO THE SUMMONS
IS CONTEMPT OF COURT.
(G) ADJUDICATION OF A WSSC INFRACTION, AS DEFINED IN THIS
SECTION, IS NOT A CRIMINAL CONVICTION FOR ANY PURPOSE, NOR DOES
THE ADJUDICATION IMPOSE ANY OF THE CIVIL DISABILITIES ORDINARILY
IMPOSED BY A CRIMINAL CONVICTION.
(H) IN ANY PROCEEDING FOR A WSSC INFRACTION BEFORE THE
DISTRICT COURT, THE DISTRICT COURT SHALL PROSECUTE THE VIOLATION
IN THE SAME MANNER AND TO THE SAME EXTENT PROVIDED FOR MUNICIPAL
INFRACTIONS IN ARTICLE 23A, § 3(B)(8) THROUGH (15), INCLUSIVE, OF
THE CODE.
Article - Courts and Judicial Proceedings

Except as provided in § 4-402 of this subtitle, and subject
to the venue provisions of Title 6 of this article, the District
Court has exclusive original civil jurisdiction in:
(9) A proceeding for adjudication of:
(i) A municipal infraction as defined in
Article 23A, Section 3(b)(1) of the Code;
(ii) A Commission infraction as defined in
Article 28, § 5-113 of the Code;
