Ch. 747

601.

SUBJECT TO THE PROCEDURES ESTABLISHED IN DIVISION II OF THE
STATE FINANCE AND PROCUREMENT ARTICLE, THE COMMISSIONER SHALL
SELECT AN AUTHORIZED INSURER TO UNDERWRITE THE PLAN.

602.

THE COMMISSIONER SHALL DETERMINE ALL MATTERS AND
SPECIFICATIONS RELATING TO THE PLAN, INCLUDING BENEFITS,
DEDUCTIBLE AND COPAYMENT PROVISIONS, AND PREMIUM RATES, EXCEPT
THAT PREMIUMS ESTABLISHED UNDER THIS SUBTITLE SHALL BE:

(1) ADJUSTED ANNUALLY ON THE BASIS OF PLAN
EXPERIENCE;

PLAN;
BASIS; AND

(2)  PAYABLE DIRECTLY TO THE INSURER UNDERWRITING THE

(3)  PAYABLE AS APPLICABLE ON AN INDIVIDUAL OR FAMILY

(4) SUFFICIENT IN THE AGGREGATE TO COVER ALL PLAN
COSTS, INCLUDING BENEFIT AND ADMINISTRATIVE COSTS.

603.

NOTICE OF THE BENEFITS AVAILABLE UNDER THIS SUBTITLE AND
ELIGIBILITY REQUIREMENTS SHALL BE:

(1)  PUBLISHED BY THE COMMISSIONER AT LEAST ONCE
ANNUALLY IN THE MARYLAND REGISTER AND IN A NEWSPAPER OF GENERAL
CIRCULATION IN EACH OF THE COUNTIES OF THE STATE AND AVAILABLE
BALTIMORE CITY;

(2)  PROVIDED BY THE SECRETARY OF HEALTH AND MENTAL
HYGIENE AS SET FORTH IN SECTION 4-217 OF THE HEALTH - GENERAL
ARTICLE; AND

(3)  PROVIDED BY THE SECRETARY OF EMPLOYMENT AND
TRAINING AS SET FORTH IN SECTION 7 OF ARTICLE 95A.

604.

THE STATE SHALL HAVE NO PECUNIARY LIABILITY UNDER THIS TITLE
SUBTITLE.

7.

(a) Each employer shall post and maintain in places readily
accessible to individuals in his employ printed statements
concerning benefit rights, claims for benefits, THE RIGHT TO
BECOME A MEMBER OF THE MARYLAND GROUP HEALTH INSURANCE PLAN, IN
