(3) [(i) Except as provided in subparagraph (iv) of
this paragraph, the Governor shall appoint 1 physician
PROFESSIONAL member from a list of qualified individuals
submitted to the Governor by each of the following organizations:

1.  The Monumental City Medical Society;

2.  The Medical and Chirurgical Faculty of
the State of Maryland;

3.  The faculty of the University of
Maryland School of Medicine; and

4.  The faculties of the Johns Hopkins
Medical Institutions.

(ii) The number of names on a list shall be 3.

(iii) An organization shall submit its list:

1.  At least 3 months before the
expiration of the term of the physician PROFESSIONAL member who
represents the organization; and

2.  If a vacancy is for a reason other
than expiration of the term, at any time before the Governor
makes the appointment, if the organization complies with the
reasonable request of the Governor for the list.

(iv) If a list is not submitted to the Governor
as required under subparagraph (iii) of this paragraph, WITHIN 3
MONTHS AFTER A REQUEST IS MADE BY THE GOVERNOR the Governor may
appoint any physician PROFESSIONAL INDIVIDUAL who meets the
requirements under subsection (b) of this section.

(4)] Of the 5 nonvoting members:

(i) 1 shall be a representative of the State
Health Planning and Development Agency, appointed by the
Secretary; and

(ii) 4 shall be representatives of the
Department, appointed by the Secretary.

(b)  Each [physician member of the Commission] PROFESSIONAL
INDIVIDUAL SELECTED FOR THE COMMISSION shall be knowledgeable in
the diagnosis and treatment of hereditary AND CONGENITAL
disorders.

(c)  (1) The term of a voting member is 4 years.

(2) The terms of the voting members are staggered as
required by the terms provided for voting members of the
Commission on July 1, 1982. The terms of those members end as
