(3) From and after July 1, 1974, the Sport Fisheries
Advisory Commission shall have one additional member who shall be
a resident of western Maryland.
(4) A member shall be knowledgeable in the area of
interest of the advisory commission on which he serves.
(5) Each advisory commission shall advise the
Secretary or the administration of the appropriate Department
unit, pursuant to rules and regulations the Secretary adopts.
(6) The members of each advisory commission annually
shall elect a chairman of the commission and may adopt procedures
to conduct its meetings.
(7) An advisory commission member receives the
compensation provided in the Department budget. Every member
shall be reimbursed for necessary travel expenses incurred in
performing any official duty, pursuant to rules and regulations
the Secretary adopts.
SECTION 2. AND BE IT FURTHER ENACTED, That the provisions
of this Act concerning staggered terms for members of the
Wildlife Advisory Commission do not apply to the terms of current
Commission members, but shall be initiated at the end of the
current Commission members' terms.
SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1986.

AN ACT concerning
Mutual Consent Voluntary Adoption Registry
FOR the purpose of establishing the Mutual Consent Voluntary
Adoption Registry where natural parents, adult adoptees, and
adult natural siblings may register their willingness to
have identifying information released to each other;
defining certain terms; stating certain legislative
purposes; providing that only certain individuals may
register with the registry; requiring that certain records
be maintained for a certain period of time; establishing
criteria for a natural father; providing for the general
nondisclosure of information acquired by the registry and
