SECTION 2. AND BE IT FURTHER ENACTED, That the passage of

this Act is contingent on the passage of (H.B.___ H.B. 37)

(61r0114) of the Acts of the General Assembly of 1986, a
constitutional amendment, and its ratification by the voters of
the State.

SECTION 3. AND BE IT FURTHER ENACTED, That in Dorchester
County, one member of the Board of County Commissioners shall be
elected from each of five districts established to conform to the
requirements of the Consent Agreement of July 8, 1985 in the case
of United States v. Dorchester County, et al (Civil Action No.
R-84-4410) in the United States District Court for the District
of Maryland.

SECTION 3 4. AND BE IT FURTHER ENACTED, That, subject to the
provisions of Section 2 above, this Act shall take effect July 1,
1986.

Clove Cigarettes - Sales Prohibited

FOR the purpose of providing that a person may not sell or offer
for sale any clove cigarette in this State; and providing a
penalty for violation of this Act.
