(b)  The insurance policy shall be procured from any insurer
or surety that is acceptable to the Insurance Commissioner of
Maryland.

(c)  A certificate of insurance shall be furnished to the
Commissioner prior to the issuance of a certificate of
inspection.

SECTION 2. 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1986.

AN ACT concerning

Health Care Cost Containment - Utilization Review

FOR the purpose of clarifying that certain minimum standards
concerning utilization review at a hospital established by
the Secretary of Health and Mental Hygiene are directed at
appropriateness and quality of care; requiring that certain
minimum standards concerning utilization review at a
hospital include readmission review; authorizing the
Secretary to establish certain recordkeeping and reporting
requirements for purposes of evaluation and ensuring
compliance concerning the utilization review program; and
generally relating to utilization review programs for
hospital patients.
