(2) Obtain an additional $50 license for each single
contract in which the gross amount of that contract is in excess
of $1,000.

(c) The licenses required by subsection (b) are not to be
required of any nonresident person, firm or corporation if the
state of residence of that nonresident person, firm or
corporation does not require a similar license of a Maryland
contractor doing business in that state.

(D) IF THE FEE IN THE STATE OF THE NONRESIDENT IS HIGHER
THAN THE FEE IN THIS STATE, ANY NONRESIDENT PERSON, FIRM, OR
CORPORATION DESIRING TO CARRY ON THE BUSINESS OF CONSTRUCTION IN
THE STATE WHICH IS INCORPORATED IN OR HAS CENTRAL OFFICES LOCATED
IN A STATE OTHER THAN THIS STATE SHALL BE SUBJECT TO ALL THE FEES
IMPOSED ON A SIMILAR NONRESIDENT BUSINESS IN THE STATE OF
INCORPORATION OR THE STATE WHERE THE CENTRAL OFFICES ARE LOCATED.

(D) IF THE FEE IN THE STATE OF THE NONRESIDENT IS HIGHER
THAN THE FEE IN THIS STATE, A PERSON, FIRM, OR CORPORATION WHICH
IS INCORPORATED IN OR HAS CENTRAL OFFICES LOCATED IN A STATE
OTHER THAN THIS STATE SHALL, IN LIEU OF THE LICENSING FEES PAID
UNDER THIS SECTION, PAY THE LICENSING FEE IMPOSED ON A SIMILAR
NONRESIDENT BUSINESS IN THE STATE OF INCORPORATION OR THE STATE
WHERE THE CENTRAL OFFICES ARE LOCATED.

(K) IF THE FEE IN THE STATE OF THE NONRESIDENT IS HIGHER
THAN THE FEE IN THIS STATE, ANY NONRESIDENT PERSON, FIRM, OR
CORPORATION WHICH IS INCORPORATED IN OR HAS CENTRAL OFFICES
LOCATED IN A STATE OTHER THAN THIS STATE SHALL BE SUBJECT TO ALL
THE FEES IMPOSED ON A SIMILAR NONRESIDENT BUSINESS IN THE STATE
OF INCORPORATION OR THE STATE WHERE THE CENTRAL OFFICES ARE
LOCATED.

449.

(A) The Governor, with the advice of the Secretary of
Licensing and Regulation, and with the advice and consent of the
Senate, shall appoint 9 persons to constitute the State Board of
Commissioners of Practical Plumbing which shall be a part of the
Department of Licensing and Regulation. The 9 member Board shall
be composed of 7 persons who are practical and skilled plumbers
and 2 public members. The 7 plumber members of the Board shall
be appointed as follows: Two shall be from Baltimore City, one
from Southern Maryland which includes a geographical area of Anne
Arundel, Calvert, Charles, Prince George's and St. Mary's
counties, one from the Eastern Shore which includes a
geographical area of Caroline, Dorchester, Kent, Queen Anne's,
Somerset, Talbot, Wicomico, and Worcester counties, one from the
area including Allegany, Washington, Garrett, Frederick, and
Montgomery counties and two from the area including Carroll,
