(b) (1) The Department of Human Resources shall assist in
the establishment of rape crisis programs in this State.

(2)  The programs shall be developed and located in
areas of the State to facilitate the use of the program by
alleged victims residing in the surrounding area.

(3)  The programs shall provide specialized support
services to the alleged victims, BOTH ADULTS AND CHILDREN, of
rape and sexual offenses.

(4)  The programs shall include a hotline and
counseling service.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

(House Bill 209)

AN ACT concerning

Sale of Expired Migratory Waterfowl Stamps

FOR the purpose of modifying certain time and quantity
constraints on the Department of Natural Resources regarding
the sale of expired migratory wild waterfowl stamps; and
providing for an alternate means of disposal of unsold
stamps.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

(c) (1) A person may obtain a Maryland migratory wild
waterfowl stamp for a fee of $6 from the clerk of the circuit
court of any county or from any person designated by the
