SECTION 6. AND BE IT FURTHER ENACTED, That, except as
expressly provided to the contrary in this Act, any person
licensed or certified by the Mental Retardation and Developmental
Disabilities Administration or the Department of Health and
Mental Hygiene established or continued by any statute amended or
repealed by this Act is considered for all purposes to be
licensed or certified by the appropriate unit continued under
this Act for the duration of the term for which the license or
certification was issued, and may renew that authorization in
accordance with the appropriate renewal provisions of this Act.
SECTION 7. AND BE IT FURTHER ENACTED, That, this Act may
not be construed to repeal the authority to provide services to
an individual who was eligible for and receiving services prior
to the effective date of this Act in a program or facility that
was operated, licensed, or funded by the Mental Retardation and
Developmental Disabilities Administration. Any individual who
was eligible for and receiving services in such a program or
facility under the law prior to this Act shall continue to meet
the eligibility requirements for services to the same extent as
if the law had not been amended or repealed.
SECTION 8. AND BE IT FURTHER ENACTED, That the
Developmental Disabilities Administration submit to the General
Assembly by January 1, 1987, 1988, and 1989, an annual report
regarding the impact of the implementation of this Act, including
access to and delivery of individual support services.
SECTION 8. 9. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1986.

Notice Requirements and Pooling Arrangements
FOR the purpose of providing that the Insurance Commissioner may
require certain insurers to notify policyholders of a
proposed rate increase and the right to a hearing and appeal
under certain circumstances; authorizing public entities to
pool together for the purpose of purchasing casualty
insurance or self-insuring casualty risks; authorizing
certain charitable organizations to pool together for the
