(B) THE ADVISORY BOARD OF THE CARE PROGRAM CONSISTS OF
DESIGNEES APPOINTED BY THE SECRETARY OF HUMAN RESOURCES, THE
SECRETARY OF HEALTH AND MENTAL HYGIENE, THE STATE SUPERINTENDENT
OF SCHOOLS, AND THE DIRECTOR OF THE OFFICE ON AGING, OR THEIR
DESIGNEES RESPECTIVELY, AND THE FOLLOWING 3 MEMBERS APPOINTED BY
THE GOVERNOR:

(1)  1 MEMBER OF THE MARYLAND SENATE;

(2)  1 MEMBER OF THE HOUSE OF DELEGATES; AND

(3)  1 PUBLIC MEMBER.

THE DEPARTMENT OF HUMAN RESOURCES MAY ADOPT RULES AND
REGULATIONS FOR THE OPERATION OF THE CARE PROGRAM.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning

Housing - Special Rehabilitation Programs

FOR the purpose of amending the Maryland Housing Rehabilitation
Program by establishing special loan programs to finance
rehabilitation of housing for certain special populations;
authorizing special loans to provide shared, accessory or
sheltered housing, to provide for lead paint abatement and
to provide indoor plumbing under certain conditions;
authorizing certain nonprofit sponsors to participate in
housing rehabilitation loan programs under certain
conditions; requiring each local political subdivision to
adopt a local housing code;
         requiring the Secretary of

Economic and Community Development to adopt regulations
establishing a minimum livability code for certain housing
and providing assistance to subdivisions to implement the
code; providing for a delayed effective date for the minimum
livability code and providing for its enforcement under
certain conditions by political subdivisions; authorizing
rehabilitation loans to bring certain housing into
conformance with a minimum livability code; establishing
certain penalties for violations of the livability code;
establishing certain qualifications for borrowers under
