State of discharges of oil, petroleum products and their
by-products, and the restoration of natural resources damaged by
such discharges.
(3) Development of containment and clean-up
equipment, plans, and procedures in accordance with the purposes
of this section.
(4) Paying insurance costs by the State to extend or
implement the benefits of the Fund.
(H) THE DEPARTMENT SHALL PROVIDE THE STANDING COMMITTEES OF
THE MARYLAND GENERAL ASSEMBLY WITH PRIMARY JURISDICTION OVER THIS
SECTION WITH A STATUS REPORT ON THE FUND ON OR BEFORE JULY 1 OF
EACH YEAR.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 30, 1986.

AN ACT concerning
Controlled Hazardous Substances - Regulation
FOR the purpose of defining a certain term in the controlled
hazardous substance law; providing certain exceptions to the
defined term; making technical changes; clarifying that
certain laws and rules concerning liability, rights of
contribution, and joinder of parties apply to the controlled
hazardous substances law; providing that certain sections of
this law be interpreted and applied to be consistent with
the federal Act; prohibiting a person from treating a
controlled hazardous substance except in a certain facility
and in accordance with certain provisions of law; allowing
the Department of Health and Mental Hygiene to acquire, by
condemnation, certain land and facilities under certain
circumstances and to recover the cost of acquiring them
through condemnation from certain persons; providing for the
apportionment of certain costs in certain legal actions;
providing for the disposition of interests in land that are
not needed for public purposes; altering the time in which
the Department must hold certain hearings and render certain
decisions; providing that the treating of a controlled
hazardous substance except in certain facilities is a felony
and subject to certain penalties; providing that this Act
may not relieve any governmental units of certain other
