that the matching fund will be provided. If satisfactory
evidence is presented, the Board shall certify this fact to the
State Treasurer and the proceeds of the loan shall be expended
for the purposes provided in this Act. If this evidence is not
presented by June 1, 1988, the proceeds of the loan shall be
applied to the purposes authorized in § 8-129 of the State
Finance and Procurement Article.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1986.

AN ACT concerning

Chesapeake Bay Critical Area Commission -
Quorum -
Public Hearings and Official Actions

FOR the purpose of providing for a quorum of the Chesapeake Bay
Critical Area Commission and panels of the Commission;
preventing the commission Commission or a panel of the
Commission from holding a public hearing unless a quorum is
present; preventing the Commission or a panel of the
Commission from taking official actions unless a quorum is
present and a certain vote occurs; altering the number of
members on certain panels of the Commission; and generally
relating to quorum, public hearings, and official actions of
the Chesapeake Bay critical Area Commission and panels of
the Commission.
