or visually handicapped person, than for a person who is not
blind or visually handicapped.
(4) Every blind or visually handicapped person or
deaf or hearing impaired person who has a guide dog, or who
obtains a guide dog, or who may wish to obtain a guide dog, is
entitled to full and equal access to all housing accommodations
provided for in this section. Blind or visually handicapped
persons or deaf or hearing impaired persons shall not be required
to pay extra compensation for guide dogs, provided he may be
liable for any damages done to the premises or facilities by his
dog.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning
Carroll County - Surplus Property Disposal
FOR the purpose of authorizing the Carroll County Commissioners
to sell surplus property at public sale and to reject bids
on property owned by the County Commissioners which at
public sale fails to yield a price which the County
Commissioners deem reasonable; requiring the County
Commissioners to record the highest bid in their minutes for
public reference; authorizing the County Commissioners to
negotiate the sale and sell property for a higher price if
settlement on the property takes place within a certain time
of the public sale; requiring the County Commissioners to
announce the making of the agreement at their next public
meeting; authorizing the County Commissioners to further
implement these powers; clarifying language; and generally
relating to the sale of surplus county property in Carroll
County,
BY repealing and reenacting, with amendments,
