SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

(House Bill 1400)

AN ACT concerning

Handicapped Persons1 Rights - Violation - Civil Action

FOR the purpose of authorizing a certain civil action for certain

damages or injunctive relief against a person who interferes
with certain rights of certain handicapped persons; and
generally relating to a civil action for interfering with
the rights of certain handicapped persons protected under
the White Cane Law.

BY repealing and reenacting, with amendments,

Article 30 - Deaf, Mute or Blind

Section 33

Annotated Code of Maryland

(1983 Replacement Volume and 1985 Supplement)

Preamble

WHEREAS, It is the policy of this State to encourage and
enable the blind or the visually handicapped and the deaf or
hearing impaired to participate fully in the social and economic
life of the State and to engage in gainful employment; and

WHEREAS, Despite this policy, discrimination continues to
occur; now, therefore,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF

MARYLAND, That the Laws of Maryland read as follows:

Article 30 - Deaf, Mute or Blind

33.

(a) It is the policy of this State to encourage and enable
the blind or the visually handicapped and the deaf or hearing
impaired to participate fully in the social and economic life of
the State and to engage in remunerative employment.

(b) It is the policy of this State that the blind or
visually handicapped and the deaf or hearing impaired shall be
