10-202.

(a) This subtitle does not apply to:

(1)  an agency of the Legislative Branch of the State
government;

(2)  an agency of the Judicial Branch of the State
government; or

(3)  the following agencies of the Executive Branch of
the State government:

(i) the Governor;

(ii) the Department of Assessments and
Taxation;

(iii) the Board of Appeals of the Department of
Employment and Training;

(iv) the Insurance Division of the Department
of Licensing and Regulation;

(v) the State Accident Fund of the Department
of Personnel;

(vi) the Maryland Parole Commission of the
Department of Public Safety and Correctional Services;

(vii) the Public Service Commission; OR

(viii) The Maryland Tax Count; or

(viii) the Maryland Tax Court; or

(ix) (VIII) (ix) the Workmen's Compensation
Commission.

(b) If the Insurance Commissioner states in writing that,
as to a particular matter, the Maryland Automobile Insurance Fund
need not comply with this subtitle, this subtitle does not apply
to the Fund with respect to that matter.

(C) THIS SUBTITLE DOES APPLY TO THE PROPERTY TAX ASSESSMENT
APPEAL APPEALS BOARDS.

Article - Tax - Property
3-105.

(a) Two members of a board are a quorum to do business.

(B) A BOARD SHALL COMPLY WITH TITLE 10, SUBTITLE 2 OF THE
STATE GOVERNMENT ARTICLE.
