SECTION 2. AND BE IT FURTHER ENACTED, That the Health

Education and Advocacy Unit shall report to the General Assembly
by January 31, 1989 on the progress of the Unit in implementing
its educational and advocacy program, and shall include in the
report recommendations on the need for the continuation of the
Unit and any necessary changes in the administrative structure of

the Unit.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall

take effect July 1, 1986. It shall remain effective for a period

of 4 years and, at the end of June 30, 1990 and with no further

action required by the General Assembly, this Act shall be
abrogated and of no further force and effect.

FOR the purpose of requiring the Secretary of Health and Mental

Hygiene to establish by regulation certain minimum standards
for the operation of home health agencies; and generally
relating to the licensing and regulation of home health
agencies.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF

MARYLAND, That the Laws of Maryland read as follows:

Article - Health - General

19-404.

(a)  The Department shall adopt rules and regulations that
set standards for the care, treatment, health, safety, welfare,
and comfort of patients of home health agencies.

(b)  The rules and regulations shall provide for the
licensing of home health agencies and annual license renewal, AND
