(2)  In addition to the actions that the sanitary
commission may take under paragraph (1) of this section, in
Allegany County AND DORCHESTER COUNTY, the sanitary commission
may disconnect the service.

(3)  When recorded, the lien is legal notice to any

person who has any interest in a parcel.

(1) If a water bill is unpaid for   30 days after being

sent, and after written notice is left on the  premises or mailed

to the last known address of the owner, the  sanitary commission
may:

(1)  Disconnect water service to the property; and

(2)  Require, before reconnecting water service,
payment of the entire water bill plus [$5]:

(I)  IN THE BONNIE BROOK AREA OF DORCHESTER
COUNTY, $15; AND

(II)  IN OTHER COUNTY SANITARY DISTRICTS, $5.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall

take effect July 1, 1986.

AN ACT concerning

Dorchester County - Alcoholic Beverages Dispensary System

FOR the purpose of authorizing the Dorchester County

Commissioners to order by a certain date the placement of a
certain question on the ballot in Dorchester County at the
November general election of 1986 so as to determine the
sense of the voters on the issue in question; providing for
the powers and duties of certain officials; and generally
relating to obtaining a sense of the Dorchester County
voters on the issue in question.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY, That,

pursuant to the provisions of Article 33, Sections 16-6 and
23-l(a), the Dorchester County Commissioners by prior to August
18, 1986 are authorized to adopt legislation that directs the
