DISCRETION, BE TESTED AND EVALUATED FOR AN ON-SITE SEWAGE
disposal SYSTEM IN ACCORDANCE WITH THE APPLICABLE REGULATION OF
THE DEPARTMENT IN EFFECT AS IF THE PERSON APPLIED, AND THE
PERSON'S APPLICATION WAS ACTED UPON, ON NOVEMBER 17, 1985.
SECTION 2, AND BE IT FURTHER ENACTED, That the Department
of Health and Mental Hygiene shall promote, and study the use of
the sandlined trench system and other innovative and alternative
on-site sewage disposal systems in the State of Maryland, and
report to the Governor and the General Assembly on the status of
the study on January 1, 1987. The Department shall deliver its
final report and make all efforts to make the sandlined trench
system a conventional sewage disposal system in the State of
Maryland by December 1, 1987.
SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1986.

AN ACT concerning
FOR
Creation of a State Debt - The Weinberg Center
the purpose of authorizing the creation of a State Debt in
the amount of $200,000 $100,000, the proceeds to be used as
a grant to the Mayor and Board of Aldermen of the City of
Frederick for the purpose of the planning, design,
renovation, rehabilitation, improvement, and equipping of
the Weinberg Center located in the City of Frederick,
subject to the requirement that the Mayor and Board of
Aldermen of the City of Frederick provide at least an equal
and matching fund of a certain kind for the same purpose by
a certain date; and providing generally for the issue and
sale of bonds evidencing the loan.
SECTION 1.
MARYLAND, That:
BE IT ENACTED BY THE GENERAL ASSEMBLY OF
(1) The Board of Public Works may borrow money and incur
indebtedness on behalf of the State of Maryland through a State
loan to be known as the Weinberg Center Loan of 1986 in the total
principal amount of $200,000 $100,000. This loan shall be
evidenced by the issuance, sale, and delivery of State general
obligation bonds authorized by a resolution of the Board of
