(4)(II) OF THIS SUBSECTION FROM THE RESULT DERIVED IN PARAGRAPH
(4)(I) OF THIS SUBSECTION TO ARRIVE AT EACH COUNTY'S SHARE OF THE
FUNDS DENIED UNDER THIS PARAGRAPH.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act is

hereby declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall

take effect July 1, 1986.

AN ACT concerning

Creation of a State Debt - Relocation of the Owings

Mills Volunteer Fire Company, Inc.

FOR the purpose of authorizing the creation of a State Debt in

the amount of $1,500,000 a sum up to $600,000 $250 .000. the
proceeds to be used as a grant to the County Executive and

County Council of Baltimore County for the purpose of the

land acquisition for and the planning, design, construction,

and equipping of a station house for the Owings Mills

Volunteer Fire Company, Inc. in Baltimore County; specifying

certain stipulations and conditions on the amount of

allocation and use of State funds under this Act; and

providing generally for the issue and sale of bonds

evidencing the loan.

Preamble

WHEREAS, The Owings Mills Volunteer Fire Company, Inc. is
presently located at the Owings Mills Boulevard exit of the
Northwest Expressway in Baltimore County; and

WHEREAS, The opening of the Northwest Expressway has changed
traffic patterns and increased the traffic volume so as to cause
an insurmountable hardship to the Owings Mills Volunteer Fire
Company Inc.; and
