(2) If they have at
the chains, by:

(ii) Steel strapping;

(iii) Logistic webbing of synthetic fibers; or

(3) As specified in Part 393.102(b) (securement
systems) of the Federal Motor Carrier Safety Regulations.

[(c)] (D) The chains and authorized alternative devices
specified in this section[:

(1) Shall] SHALL be fastened with an adequate load
binder of standard make or other appropriate fastening device[;
and].

[(2) May] (E) THE CHAINS AND AUTHORIZED ALTERNATIVE

DEVICES SPECIFIED IN THIS SECTION MAY not be repaired or replaced
by any links or material other than of the size, strength, and
material specified in this section.

24-111.1.

(a) Except as otherwise provided in this section, as to any
vehicle found to exceed the weight limits permitted under this
subtitle[:

(1) If J IF the overweight does not exceed 5,000
pounds, a police officer may require the driver to unload the
excess weight[; and],

[(2) If] (B) EXCEPT AS OTHERWISE PROVIDED IN THIS
SECTION, AS TO ANY VEHICLE FOUND TO EXCEED THE WEIGHT LIMITS
PERMITTED UNDER THIS SUBTITLE, IF the overweight exceeds 5,000

pounds, the vehicle may not be moved until the excess weight is
unloaded.

[(b)] (C) If an overweight vehicle bears registration
plates issued by this State and is transporting liquid milk in
bulk from the producer, the vehicle may be granted a 5 percent
tolerance on the applicable registration or statutory gross
weight limit. However, a tolerance granted under this subsection
may not permit the gross weight of the vehicle to exceed 79,000
pounds.
