AN ACT concerning

The General Construction Loan of 1984
Loans of 1984 and 1985 - Time Extension

FOR the purpose of suspending for 2 years the provisions of State

Finance and Procurement Article, § 8-128 of the Code,
relating to the time by which projects or programs contained
in State loan enabling acts must be placed under contract or
by which the Board of Public Works must commit money for
those projects or programs, insofar as those provisions
relate to certain items contained in Chapter 82 of the Acts
of 1984, the General Construction Loan of 1984, for the
Maryland Veterans' Home Commission - for the preparation of
detailed plans for a Phase III Residential Housing Unit at

the State Veterans' Home, Charlotte Hall, for the Department

of Health and Mental Hygiene - Mental Hygiene Administration
- Headquarters - for the construction of a 6-bed group home,
for the Department of Health and Mental Hygiene - Mental
Hygiene Administration - Crownsville Hospital Center - for
the design and preparation of detailed plans and
specifications for alterations to the Phillips Building, for
the University of Maryland - College Park Campus - for the
design and preparation of preliminary plans and
specifications for alterations and additions to the Computer
and Space Sciences Building, and for the State Universities

and Colleges - Salisbury State College - for the design and

preparation of preliminary and detailed plans and

specifications for alterations and an addition to Tawes Hall
and in Chapter 125 of the Acts of 1985, the General
Construction Loan of 1985, for the Board of public Works
General - for making a grant to the City of Annapolis to
install utility lines underground in the Historic District.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF

MARYLAND, That the provisions of State Finance and Procurement
Article, § 8-128 of the Annotated Code of Maryland (1985 Volume,
as amended from time to time) be and they are hereby suspended
insofar as they impose a time limit for placing under contract or
committing money to the following projects in Section 1(3) of
Chapter 82 of the Acts of 1984:
