HARRY HUGHES, Governor                                    1665

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall

take effect July 1, 1986. on July 1, 1986, contingent upon the

certification by the Secretary of Economic and Community
Development to the President of the Senate and Speaker of the
House of Delegates of the General Assembly of the State of

Maryland that federal legislation has been passed by the United

States Congress and approved by the President of the United
States which can reasonably be expected to have the effect of
reducing or impairing the issuance of bonds which can be insured
from the Bond Insurance Fund, and if the Secretary's
certification is not made on or before January 11, 1987 this Act
is null and void without the necessity of further action by the
General Assembly
.

AN ACT concerning

Juvenile Proceedings Disposition - Alcoholic Beverages

Laws Violations

FOR the purpose of permitting an intake officer to refer a child

who admits commission of a violation of certain alcoholic
beverages laws to an alcohol education program in certain
cases; permitting a juvenile court to order a child, or the

parent, guardian, or custodian of a child, who has committed
a violation of certain alcoholic beverages laws to

participate in an alcohol education or rehabilitation

program; and generally relating to alcohol education or

rehabilitation programs in the disposition of certain

juvenile proceedings.

BY repealing and reenacting, with amendments,

Section 3-810(k) and 3-820(d)
