SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF

MARYLAND, That the Laws of Maryland read as follows:

Article 33 - Election Code
2-3.

(a)  Each member of the boards of the several political
subdivisions of the State shall receive an annual salary of not
less than the following amounts:

(14) Howard County: President, [$4,800] $2,800;
associate members, [$1,500] $2,000 each.

(b) (1) Except as provided in [paragraphs] PARAGRAPH (2) of
this subsection, each substitute member of the board shall
receive compensation for each day he serves as a member,

INCLUDING EACH DAY THE SUBSTITUTE MEMBER SERVES UPON CALL OF THE
BOARD OR THE STATE ADMINISTRATIVE BOARD OF ELECTION LAWS, in an

amount determined by the county commissioners, county councils,
or the Mayor and City Council of Baltimore. A substitute member
shall attend all regularly scheduled meetings of the board and
shall be compensated at a rate of not less than $25 per day.

(2) In Garrett County, a substitute member of the
board shall receive $40 for each meeting attended.

SECTION 2. AND BE IT FURTHER ENACTED, That, pursuant to

Article III, § 35, of the Constitution of Maryland, this Act may
not be construed to extend or apply to the salary or compensation
of the Howard County Board of Supervisors of Elections in office
on the effective date of this Act, but the provisions of this Act
concerning the salary or compensation of the Howard County Board
of Supervisors of Elections shall take effect at the beginning of
the next following term of office.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall

take effect July 1, 1986.
