(a) Any person who violates any provision of this title is
guilty of a misdemeanor. Upon conviction in a court of competent
jurisdiction, unless another penalty is specifically provided
elsewhere in this title, the person is subject to a fine not
exceeding $500, or imprisonment not exceeding three months, or
both, with costs imposed in the discretion of the court. Every
fine and cost shall be paid in accordance with Article 38, § 4 of
the Code.
(b) Any person found guilty of a second or subsequent
violation of any provision of this title in a court of competent
jurisdiction, unless another penalty is specifically provided
elsewhere in this title, is subject to a fine not exceeding
$1,000, or imprisonment not exceeding one year, or both with
costs imposed in the discretion of the court. For the purpose of
this subsection, a second or subsequent violation is one which
has occurred within two years of any prior violation of this
title.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning
St. Mary's County - Building Authority Commission
FOR the purpose of authorizing the St. Mary's County Building
Authority Commission to convey or assign, as additional
security for the payment of the principal of, premium on (if
any), and interest on its revenue bonds, any real or
personal property financed or refinanced through such bonds;
requiring revenue bonds issued by the Commission to be
payable from, in addition to other revenues provided, the
proceeds of any additional security held under the trust
agreement securing such bonds; making this Act an emergency
measure authorizing the County to enter into leases or other
agreements with the Commission to accomplish certain public
purposes; providing that such leases or other agreements
shall be binding and enforceable and their terms and
conditions shall be determined by the Board of County
Commissioners; authorizing leases of any number of years;
making rent payable from general or special funds; and
generally relating to revenue bonds issued by the St. Mary's
County Building Authority Commission.
